DSEAR Risk Assessments
Keep your people safe, your premises compliant, and your risks under control with expert DSEAR assessments from AL23 Safety.
DSEAR stands for the Dangerous Substances and Explosive Atmospheres Regulations 2002, which require employers to protect people from fire, explosion, or corrosion caused by hazardous substances. Whether you’re using flammable gases, paints, solvents or storing fine powders, a DSEAR risk assessment is legally required in most workplaces.
At AL23 Safety, we provide fully compliant DSEAR assessments carried out by qualified consultants, giving you clear, actionable insights into the risks and the steps needed to reduce them.

What Is a DSEAR Risk Assessment?
A DSEAR assessment is a systematic review of your workplace to identify:
Dangerous substances in use, storage, or production
Potential ignition sources
Explosive atmospheres
Control measures and emergency planning
Areas requiring Hazardous Area Classification (HAC)
We don’t just list problems, we provide practical solutions, including zone drawings, clear action plans and support for implementation.
What Substances and Activities Are Covered?
DSEAR applies to a wide range of industries and materials, including:
Flammable gases (e.g. LPG, hydrogen)
Solvents, paints, thinners and cleaners
Dusts from foodstuffs, wood or metal processing
Spray booths and fuel stores
Welding, cutting or hot work
Alcohol production or distillation
Biomass, battery storage, and biogas systems
If your business handles flammable or corrosive substances, stores chemicals, or uses processes with a risk of ignition, DSEAR almost certainly applies.
Your DSEAR assessment includes:
Site inspection and full review of operations
Hazardous substance register and zone classification
Evaluation of fire and explosion controls
Review of ignition sources and electrical compliance
Inspection of housekeeping, storage, plant and machinery
Emergency planning and evacuation procedures
Maintenance systems and safety training provision
Practical action plan with recommendations
We also provide Hazardous Area Classification drawings, which show areas where explosive atmospheres may occur, graded as Zone 0, 1, or 2 (for gases) and Zone 20, 21, or 22 (for dusts).
The law requires you to:
Identify dangerous substances
Assess risks of fire, explosion and corrosion
Eliminate or reduce those risks
Control ignition sources
Prepare emergency plans
Train and inform staff
Classify hazardous zones and keep equipment compliant
Failure to comply with DSEAR can lead to prosecution, fines or imprisonment — particularly after an incident or HSE inspection.
DSEAR risk assessments should be reviewed:
Every 3 to 5 years (depending on risk level)
Immediately after an incident or near-miss
After any significant process or material change
If new substances are introduced or used differently
During design and commissioning of new facilities
We also offer lower-cost reviews for follow-up visits or minor changes since your last assessment.
Assessments must be done by someone with specialist knowledge of DSEAR and experience working with hazardous substances. All AL23 Safety consultants are experienced, fully qualified and recognised by relevant professional bodies.
You’ll be supported by a senior consultant with a background in high-risk environments and compliance management.
