Landlords and housing, UK wide

Housing and Property Health and Safety

Keeping rented homes safe is both a legal duty and a moral one and the rules have tightened sharply in recent years. AL23 Safety helps landlords, agents, housing associations and property managers across the UK stay on top of it, joining up fire, asbestos, electrical and damp duties so your tenants are protected and your portfolio is compliant.

Why it matters in housing and property

The risks are real and so are the duties

Property safety law has moved fast since Grenfell and since the death of Awaab Ishak. Landlords now face binding expectations on building safety, fire and the prompt handling of hazards like damp and mould.

Get it wrong and you face enforcement, claims and serious harm to tenants. A structured compliance approach keeps you ahead of the duties rather than reacting to them.

The main risks

Where the harm comes from

The hazards that cause the most serious harm in this sector and the ones we focus on first.

Fire

Risk assessments and, for blocks of flats, the structure, external walls and flat entrance doors.

Damp and mould

Now subject to strict timescales under Awaab’s Law.

Gas and electrical

Annual gas safety checks and five-yearly electrical inspections.

Asbestos and legionella

In communal areas and older buildings and in water systems.

General condition

Hazards assessed under the Housing Health and Safety Rating System.

The regulations that apply

Your legal framework, in plain terms

Key duties sit under the Regulatory Reform (Fire Safety) Order 2005 as amended, the Fire Safety Act 2021, the Gas Safety (Installation and Use) Regulations 1998, the Electrical Safety Standards in the Private Rented Sector Regulations 2020, the Control of Asbestos Regulations 2012 and the HHSRS. Awaab’s Law applies to social landlords now and is being extended to the private rented sector through the Renters’ Rights Act 2025.

Key duties commonly engaged:

  • RRFSO 2005
  • Fire Safety Act 2021
  • Gas Safety 1998
  • Electrical Safety (PRS) 2020
  • CAR 2012
  • HHSRS
  • Awaab’s Law
