ATEX and Hazardous Area Classification

Most explosion incidents in UK industry come down to the wrong piece of equipment standing in a place nobody had properly classified. AL23 Safety produces hazardous area classification drawings and schedules, checks the equipment installed against the zone it stands in and sets the inspection regime that keeps it right, for sites UK wide.

What is hazardous area classification?

Drawing the line where the atmosphere can catch fire

Hazardous area classification decides, place by place, how likely an explosive atmosphere is and how long it persists. The output is a set of zones on a drawing, backed by a schedule recording every source of release, its grade, the ventilation and the extent of the zone around it. The zones then dictate what equipment may stand in each area.

Who needs one

Anyone with a flammable gas, vapour, mist or combustible dust at work

  • Fuel storage, tanker loading gantries, filling stations and petrol handling workshops
  • Paint spraying, coating, printing and any process using solvent based materials
  • Flour mills, bakeries, sugar handling, animal feed and any plant moving combustible powder
  • Woodworking and joinery where fine dust is extracted or collected
  • Anaerobic digestion, landfill gas, biogas upgrading and hydrogen generation or storage
  • Sewage treatment works with digesters, gas holders and sludge handling
  • Chemical and pharmaceutical plant using solvents in reactors, dryers, centrifuges or charging points
  • Battery charging rooms where hydrogen can accumulate
  • Any site whose zone drawings are undated, unsigned or predate a plant change

The regulations that apply

Your legal framework, in plain terms

Two regimes meet here. The Dangerous Substances and Explosive Atmospheres Regulations 2002, SI 2002/2776, govern the use of dangerous substances in a workplace. They came into force on 9 December 2002 and were amended from 1 June 2015 to cover substances corrosive to metals and gases under pressure. The Equipment and Protective Systems Intended for Use in Potentially Explosive Atmospheres Regulations 2016, SI 2016/1107, govern placing equipment on the market. They came into force on 8 December 2016 and implemented the ATEX Equipment Directive 2014/34/EU. The Approved Code of Practice and guidance is L138, second edition, 2013. The printed second edition predates the 2015 amendments, although the substance of the guidance is unchanged.

DSEAR regulation 5

A suitable and sufficient assessment before work with a dangerous substance begins. Under regulation 5(4), where five or more people are employed, the significant findings must be recorded, including sufficient detail of the classification of the workplace into zones.

DSEAR regulation 6

Eliminate or substitute first, then control, then mitigate. Zoning is how ignition source control becomes specific rather than general.

DSEAR regulation 7 with Schedules 2, 3 and 4

Classify places where explosive atmospheres may occur, select equipment to the Schedule 3 categories unless the assessment shows otherwise and mark zone entry points with the EX sign, a yellow triangle with a black border and black EX lettering.

DSEAR regulations 8 to 11

Emergency arrangements proportionate to the risk, information and training, identification of hazardous contents of containers and pipes, plus co-ordination where employers share a workplace.

EPS Regulations 2016

The supply side duty. Equipment must be built, assessed and marked to the correct group and category before it is placed on the market.

The relationship in one line. EPS 2016 governs putting equipment on the market. DSEAR governs using it in your workplace. You can install lawfully supplied equipment and still breach DSEAR if the category is wrong for the zone.

Marking, CE, UKCA and the UKEX question

CE marked and EU ATEX certified equipment remains acceptable for placing on the market in Great Britain with no end date. The Product Safety and Metrology etc. (Amendment) Regulations 2024, SI 2024/696, came into force on 1 October 2024 continuing recognition of CE marking across a defined set of product regulations. Equipment for potentially explosive atmospheres is among them. Government guidance confirms businesses may choose UKCA or CE marking with no time limit stated.

There is no statutory UKEX mark. The Great Britain conformity marking is UKCA, accompanied by the specific marking of explosion protection, the Ex hexagon, with the equipment group, the category and the atmosphere letter G or D. Where a UK approved body carries out production surveillance, its four digit number appears too. Industry uses UKEX informally to mean a certificate from a UK approved body rather than an EU notified body. It is a shorthand rather than a legal designation. Northern Ireland is different. Under the Windsor Framework EU rules apply, CE marking is required and UKCA alone is not sufficient.

What the service covers

The zones

Zone 0

An explosive gas, vapour or mist atmosphere is present continuously, for long periods or frequently.

Zone 1

An explosive gas, vapour or mist atmosphere is likely to occur in normal operation occasionally.

Zone 2

An explosive gas, vapour or mist atmosphere is not likely in normal operation. If it does occur it will persist for a short period only.

Zones 20, 21 and 22

The same three descriptions applied to a cloud of combustible dust in air.

Practitioners often quote annual durations against those definitions, typically more than 1,000 hours a year for Zone 0, between 10 and 1,000 hours for Zone 1 and fewer than 10 hours for Zone 2. HSE itself describes those figures as non official. Treat them as a sense check rather than a legal test.

The equipment

  • Group I covers underground mines and the parts of surface installations liable to be endangered by firedamp or combustible dust. Category M1 stays functional when energised in an explosive atmosphere. Category M2 is intended to be de energised if one occurs.
  • Group II covers everywhere else, in categories 1, 2 and 3, each split into G for gas, vapour and mist and D for dust.
  • Category 1G and 1D goes in Zone 0 and Zone 20, 2G and 2D in Zone 1 and Zone 21, 3G and 3D in Zone 2 and Zone 22. Higher category equipment may always be used in a lower risk zone. The reverse is never acceptable.
  • Category is read together with the gas group, IIA, IIB or IIC, the dust group, IIIA, IIIB or IIIC, plus the temperature class from T1 at 450 degrees C down to T6 at 85 degrees C. The T class must sit below the ignition temperature of the substance present.

The work

  • Source of release identification and grading as continuous, primary or secondary, which drives the zone before ventilation is considered
  • Ventilation grade and availability assessment, which sets the extent of each zone
  • Zone extent calculation and drawings to BS EN IEC 60079-10-1:2021 for gases and vapours and to BS EN IEC 60079-10-2 for dusts
  • A hazardous area schedule tying every zone back to its release source and its basis
  • Plate by plate equipment verification of group, category, gas or dust group, temperature class and equipment protection level against the zone
  • Protection concept review, from intrinsic safety and encapsulation in Zone 0 through flameproof and increased safety in Zone 1 to type n and restricted breathing in Zone 2
  • Non electrical equipment assessment to BS EN ISO 80079-36 and BS EN ISO 80079-37, which replaced the withdrawn EN 13463 series
  • EX signage review at zone entry points, plus identification of container and pipe contents

Inspection under BS EN IEC 60079-17

Three grades of inspection sit behind any Ex maintenance regime. A visual inspection identifies defects apparent to the eye without access equipment or tools. A close inspection adds defects apparent only by using access equipment such as steps and by using tools, without normally opening the enclosure or de energising the equipment. A detailed inspection adds defects apparent only by opening the enclosure or by using tools and test equipment.

There are three types. Initial inspection covers everything before it enters service and is normally detailed. Periodic inspection covers the whole installation at set intervals. Sample inspection covers a proportion of it under continuous supervision by skilled personnel, which the standard offers as an alternative to periodic inspection rather than as an addition.

On intervals, be careful what you are told. DSEAR sets no inspection interval and neither does any other UK regulation. The widely applied rule taken from the standard is that the period between periodic inspections should not exceed three years without consulting a person with expert knowledge. Treat that as a strong convention rather than a statutory deadline. The legal test is DSEAR regulation 6 with regulation 5 of the Provision and Use of Work Equipment Regulations 1998, which require the installation to be maintained in an efficient state, in efficient working order and in good repair. Grade and interval then follow zone, protection level, environment, modification history and the last set of results. The standard requires skilled personnel. CompEx is the UK benchmark qualification suite. It is a certification scheme rather than a legal requirement.

The explosion protection document, said accurately

The term comes from Article 8 of Directive 1999/92/EC. It does not appear anywhere in DSEAR 2002. In UK law the requirement is met by the recorded risk assessment under regulation 5(4), which must show that explosion risks have been assessed, that adequate measures will be taken, which places have been zoned and that the workplace and work equipment are designed, operated and maintained with due regard to safety. Producing a document with that title is still worth doing, since auditors and insurers ask for it by name. What we will not do is call it a statutory document under UK law. It is your recorded risk assessment, presented well.

    We check equipment plate by plate against the zone it now stands in and list every mismatch, including items that were correct before the plant changed around them.

The DSEAR risk assessment is the parent duty under regulation 5, covering the dangerous substances, the ignition sources and the control and mitigation measures for the site as a whole. Hazardous area classification is the regulation 7 layer inside it. It fixes where the zones are, what equipment may stand in them and how that equipment is inspected. Many sites hold a DSEAR assessment with a sentence about zoning and nothing behind it. That gap is what this service closes.

Cost follows the number of release sources rather than the size of the site. A single battery charging room is a short piece of work. A solvent handling plant with dozens of vents, seals, sample points and drains takes far longer. Equipment verification adds to it because every plate has to be read. Tell us the substances and roughly how many release points you expect and we will scope it properly.

There is no expiry date in law. It stops being valid when the plant changes, which usually happens long before anyone plans a review. A new vessel, a substance substitution, a ventilation change or a new charging point can all move a zone boundary. We tie the review trigger to management of change rather than to a date in a diary.

Not automatically. The question is whether the equipment gives an adequate level of protection for the zone it is in and whether that can be evidenced. Some older equipment is fine. Some is not. Some has been overtaken by a plant change that moved the zone around it. We separate the three rather than issuing a blanket replacement list.

BS EN IEC 60079-10-1:2021 for gas and vapour classification, which replaced the 2015 edition withdrawn on 12 April 2021. For dusts we use BS EN IEC 60079-10-2. For installation, selection and erection we use BS EN 60079-14. For inspection and maintenance we use BS EN IEC 60079-17, whose 2014 edition was withdrawn on 16 January 2024 and superseded. We confirm the exact current designation of each part at the point of use rather than printing a year that may have moved. Where the site handles flammable fluids, the Energy Institute Model Code of Safe Practice Part 15 is often used alongside.
